Title MANAGEMENT OF THE SOCIO-CULTURAL ENVIRONMENT FORMATION OF THE TERRITORIAL COMMUNITY

Аnbstract The purpose of the article is to determine the features of the management of the socio-cultural environment of the territorial community and identify problems related to the need to optimize the system of service provision in the amalgamated territorial communities. Ukraine is reforming decentralization, one of the tasks of which is to increase the role and importance of local self-government in the development of the social sphere. Modern administrative-financial and sectoral decentralization involves the reorganization of property and financial-economic relations in the social sphere in order to improve the availability and quality of services provided by social infrastructure institutions. Today, the most acute problems of development of the social sphere of territorial communities are: imperfect system of territorial location of social infrastructure; disorder of property relations on social infrastructure facilities; insufficient budget funds for the effective functioning of social infrastructure institutions; insufficient level of staffing of social institutions; insufficient level of quality of services provided to the population by social facilities. Problems related to the need to optimize the system of service provision in OTG, especially relevant for rural communities, which included a large number of settlements, each of which had separate objects of the public sphere, which as a whole formed an inefficient and underburdened system, first of all, in the spheres of education and culture. Thus, the effectiveness of reforms will improve social standards, living standards and quality of life. However, progressive changes are possible only with real economic growth, political stability and consistency in management decisions. Problems of socio-economic development of territorial communities can be solved under the conditions of implementation of active state regional policy, coordinated sectoral policy, involvement in the practice of management of balanced mechanisms of financial management and financial support.
