Title DECENTRALIZATION AS A FACTOR OF DEVELOPMENT OF THE LABOR POTENTIAL IN AGRICULTURAL SPHERE: RISKS AND OPPORTUNITIES

Аnbstract The decentralization processes that are taking place now in Ukraine are directed to developing the infrastructure of rural territories and communities in order to ensure a sustainable development. The basis of an effective process of decentralization is the creation of capable territorial communities, that is focused on improving the level and quality of life of the rural population, and increasing its lifespan; on the development, diversification and growth of the rural economy, including due to non-agricultural activities. Therefore, the study of the characteristics, risks and prospects of decentralization as one of the factors of the development of rural territories and the labor potential of the agricultural sector is relevant. Sustainable development of agriculture implies a balance of production and social spheres in order to meet the vital needs of present and future generations, and its key tasks are to ensure economic, social, demographic and spiritual development. Decentralization is an institutional factor of achieving the strategic goals of sustainable rural development. In this work theoretical provisions concerning the definition of the term “decentralization” and practical approaches to the model of local self-government based on world experience are further developed. It is pointed out that the community-based rural development model is effective, as the levers of community development are formed directly by the communities. The current state of the implementation of administrative-territorial reform has been analyzed: the results of territorial and budgetary decentralization have positive dynamics. It is proved that financial decentralization acts as an instrument for regulating regional development, helps to strengthen the economic potential of rural areas, and creates additional conditions for the development of labor potential. The risks and prospects of decentralization for the formation of rural areas, the rational use of natural resource potential are identified.
