Аbstract Human resource management is one of the most difficult areas of the management system of modern enterprises. It is based on the interaction of social, economic, production and other interests of the three main actors represented in the organization: owners, managers and employees, ie staff of enterprises. The purpose of the article is to substantiate the theoretical and methodological principles of personnel management and provide a critical assessment of its practical use in terms of strategic personnel management of agricultural enterprises in a transitive economy of Ukraine.
Today, the problem of assessing the effectiveness of personnel management is difficult due to the impossibility of taking into account the significant reserves of work intensity of each individual employee, which may change and depend on his desires, inspiration, mood, job satisfaction, ie all that should be systematized on the research of the motivational and administrative component of the actual current personnel management system of ente rprises.
Conclusions. To improve the use of human resources in the context of personnel management strategy, management should pay more attention to: 1) development of personnel management goals, 2) ensuring consistency between the achievement of these goals and the system of personnel remuneration, 3) development of adjustment
rules HR-strategies depending on the change of business strategy and competitive strategy of the enterprise. It is necessary to reconsider the system of remuneration as a whole, which envisages the development of a plan for a gradual increase in wages, the rate of which should also exceed the existing inflation rate in the country and be consistent with the growth rate of productivity, which depends on its improvement. organization an d the introduction of innovations, the source of which should be the synthesized capital of the enterprise.
