Title ORGANIZATIONAL AND ECONOMIC PRINCIPLES STIMULATION OF FERTILITY REPRODUCTION AGRICULTURAL LAND AS A COMPONENT OF TECHNOLOGICAL UPDATE OF PRODUCTION IN AGRICULTURAL ENTERPRISES

Аnbstract.

The article considers the problems of fertility of agricultural lands – the main means of agricultural production. It is established that as a result of unbalanced economic activity of the management of farms of the corporate sector of the agrarian economy there is a decrease in the fertility of agricultural land. Over the last 20 years, the soils of Ukraine have lost 0.5% of humus (according to the Center for Fertility) and the tendency to reduce it does not stop. Small doses of manure and fertilizers do not reproduce soil fertility. The harvests of recent years are mostly the result of the depletion of exclusively natural soil fertility, the impoverishment of the potential part. Opportunities to dispose of land within the territory of the respective territorial community will encourage local governments to intensify actions in terms of land use in the most efficient and cost-effective way. However, so far local
governments do not fully use the opportunities to fill local budgets through the use of land resources. It should be noted that in Ukraine, out of 29,722 settlements, 3,432 (almost 12%) need to update the monetary valuation of land plots. In order to stimulate measures aimed at restoring the fertility of agricultural land, a system of measures to stimulate agricultural producers of economic and administrative nature has been proposed.
Public authorities should introduce a system of economic incentives to increase the fertility of agricultural land leased by businesses in the field of agricultural business, using primarily administrative levers and the current taxation system. As the reproduction of agricultural land fertility is national in nature, programs aimed at solving this problem must also be fully funded.
