Within the framework of the process of transformation of the country’s economy, a special role is given to the formation of regional innovation-active environments as a necessary condition for the existence of a national innovation system. The importance of the regional aspect in the process of creating an innovation system is more than great, as it allows to take into account the specifics and features of the territory, determining different starting conditions for innovative development, sectoral specialization of regions and many other factors influencing the efficiency of the region and the country. However, the full formation and functioning of the national innovation environment of Ukraine is impossible without the creation of regional innovation-active environments (RIAE) and the unification of territorial participants into a single innovation environment of the country. RIAE research is necessary in order to further study not only their specifics, but also in order to form a national innovation system.
The paper uses methods of theoretical generalization, grouping and comparison to study the concept of national innovation system and regional innovation-active environment. It is established that the modern scientific literature has many approaches to the definition of this category, which necessitates its further study in order to reveal the economic essence, establish the composition and structure. The elements characteristic of the national innovation system are presented. The main characteristics of the concept of regional innovation-active environment are determined. It is established that the concept of RIAE should be understood as a complex, open, dynamic, socio-economic system consisting of enterprises, institutions, organizations, individuals located within the region, public authorities, local governments, which actively and purposefully interact between itself in the field of creation, distribution, use of scientific knowledge and technologies, production of innovative products.
